(Seguin) — Guadalupe County voters will have the opportunity this November to elect members to the Guadalupe Appraisal District Board of Directors. Candidate filing for three at-large positions is now open.
The filing period began July 18 and continues through 5 p.m. Aug. 17. Three positions — Place 1, Place 2 and Place 3 — will appear on the Nov. 3, 2026 General Election ballot.
Chief Appraiser Peter Snaddon says this year’s election marks the first time the board seats will appear during a November general election. He says the first election for the at-large positions was held in May 2025. However, only one candidate filed, forcing the district to appoint the remaining two board members.
“The point, I think, of the Legislature when they passed this was to kind of give the public taxpayers a say in exactly who’s part of the leadership here. That way their voice and their concerns are being addressed by those individuals that they’re able to vote in,” said Snaddon.
Snaddon says he hopes this additional publicity will encourage more candidates to participate this year.
“Last time, it was passed in the previous legislative session, so it was pretty much a rush with very limited time for the public to know about it. This time around, we’re hoping to get more information out so if they’re interested, they can file,” said Snaddon.
Before this new standard, it’s been entity-appointed board positions only. This year’s election is strictly for countywide at-large seats.
When filing, candidates must indicate whether they are seeking Place 1, Place 2 or Place 3.
The elected directors’ terms will be staggered so that not all positions expire simultaneously, allowing the board to retain experienced members.
Current at-large directors Charles Kelm, Pam Kifer and Peggy Herman are eligible to seek re-election.
The remaining members of the nine-member appointed board include Ernesto Rodriguez, Letticia Sever, Dr. Al Burns, Joshua Bright, Jim Lievens and Guadalupe County Tax Assessor-Collector John Daryl.
To qualify, candidates must:
Be a Guadalupe County resident for at least two years before taking office.
Meet all qualifications for public office.
Not have a substantial financial contract with the appraisal district.
Certain taxing unit employees are ineligible unless they also serve as elected officials or governing board members.
Snaddon says these board members are vital to guiding the district as it expereinces significant growth.
“It’s an exciting time for us with all the growth in our county. People can be involved in shaping the new facility, budgeting and really providing a service to the community. If they want to give back, this is an opportunity to be involved during a time of change and growth,” said Snaddon.
Candidates must file an application with either the Guadalupe County Clerk or the Guadalupe County Elections Administrator.
