Guadalupe County Sheriff's Office investigators arrest registered sex offender on indecency with a child, other charges

(Guadalupe County) – A investigation into an already sentenced sex offender has helped to return him back to jail on even more allegations of Indecency with a Child.

The Guadalupe County Sheriff’s Office says on October 15, 2026, the Seguin Police Department contacted the Guadalupe County Sheriff’s Office about an alleged Indecency with a Child offense that occurred in the 200 block of Memory Lane in Seguin. Investigators identified the suspect as Emanuel Bishop Jr., a registered high-risk sex offender who is currently serving a 10-year term of deferred adjudication community supervision in Guadalupe County for three prior Indecency with a Child cases.

During the investigation, Guadalupe County Sheriff’s Office, Criminal Investigations Division investigators determined that Bishop was using a telephone number and social media account that he had not reported as required under sex offender registration laws. Investigators secured an arrest warrant, and Bishop was taken into custody at his residence at approximately 10:23 p.m. on October 15, 2026, on a charge of Failure to Comply with Sex Offender Registration (second-degree felony).

Following further investigative efforts, GCSO CID investigators obtained two additional felony arrest warrants charging Bishop with Indecency with a Child, a second-degree felony, and Providing Marijuana to a Child, a second-degree felony.

Guadalupe County Sheriff Joshua Ray says it was just in 2022 that Bishop was placed on 10 years of deferred adjudication community supervision, with no jail time, after pleading to three counts of Indecency with a Child by Sexual Contact.

“He is now accused of another offense against a child in our community.

Every child deserves protection, and the penalties for crimes against children must reflect the lasting harm done to victims and their families. Our investigators, working alongside the Seguin Police Department, worked diligently on this case. I urge everyone in the justice system to treat these cases with the seriousness our community expects, and I urge lawmakers to strengthen penalties for crimes against children. This latest crime should have never happened,” said Ray.

Bishop was arrested without incident and booked into the Guadalupe County Jail.
