	<description>KWED-AM at 1580Khz on the AM Radio dial began broadcasting in September of 1948.  The station has been locally owned since sign on. KWED is a full-service radio station, broadcasting news and information for Seguin and Guadalupe County, and playing a Country music format. The station operates 24/7 with a daytime power of 1,000 watts and night-time power of 253 watts, with a non-directional antenna system. The daytime signal reaches all or parts of 6 Texas counties and portions of the San Antonio metro area in which Guadalupe County is located.
 
KWED is all about Community Service and every year the station wins multiple awards from community organizations for support of their activities. KWED&#039;s program schedule and contact information about advertising opportunities are available on this website.
 
The SEGUIN DAILY NEWS was begun as a single page flier in 1972 by the radio station and was distributed to local restaurants and coffee shops at the request of local businessmen who wanted something to read while they had their morning coffee. It grew in size over the years, up to 4 pages, until 2002, when it was expanded to a 32 page small tabloid size news magazine.

		<content:encoded><![CDATA[<p>Mary Ann Schwerdtfeger, age 85 of Seguin, passed away on August 20, 2026. Mary Ann was born on May 29, 1941, in Guadalupe County, Texas to Elizabeth M. (Roemisch) and Alvin Wilburn Brown.</p>
<p>Mary Ann was a 1959 graduate of Seguin High School. She and Donald Schwerdtfeger met while both working at Wuest’s Supermarket. On July 15, 1962, they were married. Mary Ann will be remembered as a wonderful seamstress, making seven family wedding dresses, including her own, as well as many bridesmaid dresses. She also made many Barbie Clothes, many of which were shown at the Guadalupe County Fair.</p>
<p>Mary Ann and Donald were faithful, active members of Cross Church. She enjoyed assisting with Vacation Bible School and the Christmas programs. Her favorite role in life was that of “Grandma” where she enjoyed keeping each and every one of her grandchildren.</p>
<p>Mary Ann is preceded in death by her loving husband of 61 years, Donald; her parents, her brother, Joseph “Butch” Brown, and sister Elizabeth Gladys Dotson.</p>
<p>Survivors include her children, Darla Whitman and husband Kris, Gregory Schwerdtfeger and wife Anne, Lori Riebe, Eric Schwerdtfeger and wife Dallas, and Kevin Schwerdtfeger and wife Crystal; grandchildren, Loriann and husband Ryan, Samantha, Ryan and wife Rebecca, Skylar and wife Alexandrea, Victoria, Sydney, Amanda, Logan, Nolan, Katherine and Alexander; great-granddaughter, Mireya, Bentley, Rome and Beau; brother, Wilburn “Sonny” Brown and wife Judy; numerous nieces, nephews, cousins, other loving family members, and many friends.</p>
<p>Visitation will be held on Tuesday, August 25, 2026, at Tres Hewell Mortuary from 5 to 7 p.m. Funeral services will be held on Wednesday, August 26, 2026, at Cross Church at 10 a.m. with the Reverend Jim Price officiating. Interment will follow in Guadalupe Valley Memorial Park. A reception will follow in the Cross Church fellowship hall.</p>
<p>Pallbearers will be Gregory Schwerdtfeger, Eric Schwerdtfeger, Kevin Schwerdtfeger, Kris Whitman, Ryan Riebe, Skylar Riebe, Logan Schwerdtfeger, and Nolan Schwerdtfeger. The honorary pallbearer will be Alexander Schwerdtfeger.</p>
<p>Memorial contributions may be made to Cross Church, 814 N. Bauer, Seguin, Texas, 78155, or to charity of your choice.</p>

		<content:encoded><![CDATA[<p class="p1">(Seguin) &#8212; Ed Flores and Dr. Valdamar Cevallos have known each other since their middle school days at Saegert here in Seguin. However, after going their separate ways, the two have since reconnected as adults thanks to their shared interest in card collecting.</p>
<p class="p1">Flores started collecting baseball cards as a child and eventually became a vendor, while Cevallos discovered the hobby later in life through his children.</p>
<p class="p1"><span class="s1">Since the two reconnected at a San Antonio card show, Cevallos says it has been more than just reestablishing an old friendship. He says it’s been about working together to host “Seguin First-Ever Card Show.” The event, featuring 54 vendors, will be held this Saturday at the Columbus Club of Seguin Hall (KC Hall) from 10 a.m. to 5 p.m. </span></p>
<p class="p1"><span class="s1">Cevallos says the idea to bring a card show to their hometown began with Flores.</span></p>
<p class="p1"><span class="s1">“It was Ed’s idea. Ed and I have been friends since middle school. So, I’ve known this guy forever. And we both love cards, love collecting cards, and I was at a card show one time in San Antonio, and you know, I have a very odd name. I heard my name called and I turned around and it’s Ed. So, we kind of reconnected and started collecting cards. He said, you know, we’ve never had a card show in Seguin. What do you think about that? So, it was a great idea from him,” said Cevallos.</span></p>
<p class="p1"><span class="s1">For Cevallos, he says collecting cards began as a way to connect with his children.</span></p>
<p class="p1"><span class="s1">“For my passion, it was with my son, my kids, and we started, gosh, he was probably 12 at the time, now he’s 21, so we started collecting cards. He was very into sports and so to connect to my kids, we went to card shows. And then it just grew from there, and as he got older, he had other interests. I was left, you know, holding the bag at the card shows by myself,” said Cevallos.</span></p>
<p class="p1"><span class="s1">While baseball cards were Cevallos’ original passion, his collection has since expanded to include both football and basketball cards.</span></p>
<p class="p1">As for Flores, his interest began much earlier as a child.</p>
<p class="p1"><span class="s1">“I started collecting baseball cards as a kid and kind of just been collecting baseball cards, football cards over the years and then accumulated like a pretty vast amount of cards,” said Flores.</span></p>
<p class="p1"><span class="s1">Meanwhile, he says his interest to become a vendor came years later.</span></p>
<p class="p1"><span class="s1">“One day, my wife was like, ‘hey, what are you going to do with all these cards?’ And I was like, you know, maybe I should set up somewhere as a vendor and sell them. And so, I started doing that,” said Flores.</span></p>
<p class="p1"><span class="s1">In fact, it was Flores’ first card show as a vendor when he and Cevallos again reconnected.</span></p>
<p class="p1"><span class="s1">Flores says since that time and after having attended even more card shows, the more the idea of having one in Seguin made sense.</span></p>
<p class="p1">“I was sitting there one day and kind of thinking like, man, I’m not traveling everywhere to go sell these cards. Sure, it would be convenient if there was just one in Seguin to where we could just kind of go there,” said Flores.</p>
<p class="p1"><span class="s1">Both men say they hope the Seguin Card Show illustrates just how popular “the collecting hobby” is and how it’s expanded beyond those baseball cards many people remember from childhood.”</span></p>
<p class="p1"><span class="s1">While the event is intended to be a place to buy, sell and trade, Cevallos says they also want to introduce newcomers to the hobby and help people understand how collecting works.</span></p>
<p class="p1"><span class="s1">“I think it’s going to be slightly different because again, you know, we’re going to have an educational instrument to it. When you speak of sports cards in this day, Pokémon cards comes hand in hand with it. And so, there’s going to be a lot of Pokémon, which is something that has boomed over the years &#8212; bringing in the kids and whatnot. Our show is going to cater to the community area, and the surrounding small areas, to try to educate, get people into the hobby. You know, of course, sell, buy and trade cards, but that’s where it’s more of a community-type basis that we can get to know everyone around here. And you’d be surprised how many people in the area are collectors and hobbyists,” said Cevallos.</span></p>
<p class="p1">Flores says vendors will also be available to help people understand everything from what cards are currently popular to how much a card may actually be worth.</p>
<p class="p1"><span class="s1">“We can leverage some of the vendors there that are on the different sides of the house, right? From Pokémon and on the sports card side of the house and just have some of those vendors provide educational format as far as, hey, you know, this is the latest release, when you’re looking to buy sports cards, you know, this is what you want to chase after,” said Flores. “Also just educate them as far as like the selling the cards and the value of cards and what that looks like selling to a vendor. A lot of times people will not know the value of the cards and what they can sell to a vendor. And so that educational aspect really helps the seller and the buyer negotiate better deals at the end of the day.”</span></p>
<p class="p1"><span class="s1">So, for those who newcomers who want to stop by for their first card – Cevallos offers some simple advice.</span></p>
<p class="p1"><span class="s1">“I always tell kids, especially, collect what you love, because that, you’ll never go wrong that way,” said Cevallos. “If you do it for an investment standpoint, that’s a different scenario, which we don’t do, but collect what you love, and you will always value your card collection.”</span></p>
<p class="p1"><span class="s1">While sports cards and Pokémon will be the main attraction, Flores says the event is designed for everyone.</span></p>
<p class="p1"><span class="s1">“For every guy that comes in the door or every one to two guys that comes through the doors, there is a girl that’s with them, you know, or just shopping along, and a lot of these shows don’t have anything for them to shop,” said Flores. “And so, I kind of took care of that and invited a few craft vendors to the show to provide that variety at the show for everyone to shop.”</span></p>
<p class="p1"><span class="s1">At the end of the day, Cevallos says the friendship involved in putting all of this together makes this weekend’s venture even more meaningful.</span></p>
<p class="p1"><span class="s1">“I’m ecstatic about it. He’s a great guy to go into this type of a situation with. We’re both grown. We both have made our roots here in Seguin and it’s exciting to have at least the opportunity to bring something like this to our community,” said Cevallos. “I’m looking forward to it.”</span></p>
<p class="p1"><span class="s1">Admission is $5, with children 12 and under admitted free.</span></p>
<p class="p1"><span class="s1">Vendor space is also still available. The cost is $100 for an 8-foot table, with a second table available for $75.</span></p>

<p class="p1"><span class="s1">Monday afternoon marked the deadline for those seeking a seat on several governmental entities including the city of Seguin, the Seguin ISD and the Navarro ISD. </span></p>
<p class="p1"><span class="s1">In the city of Seguin, only one council race will be contested. That race includes District 5. Appearing on the ballot will be newcomers Chris Aviles and Forrest Fletcher. Not seeking re-election is Councilman Paul Gaytan.</span></p>
<p class="p1"><span class="s1">Those running unopposed and holding onto their seat will be District 3 Councilman Jim Lievens; District 7 Councilman Jason Biesenbach and District 8 Councilman Bill Keller.</span></p>
<p class="p1"><span class="s1">Both candidates up for election on the Seguin ISD Board of Trustees will also face no challengers</span></p>
<p class="p1"><span class="s1">Those running unopposed include District 2 Trustee Alejandro Guerra and District 5 Trustee Denise Crettenden.</span></p>
<p class="p1"><span class="s1">Meanwhile, Navarro ISD has five candidates seeking four at-large trustee positions.</span></p>
<p class="p1"><span class="s2">Those candidates include Kristen Green, Hillarie Forister, incumbent Dan Reinhard, Noah Webster and Jared Gallini.</span></p>
<p class="p1"><span class="s1">That means Navarro ISD voters will choose four of the five candidates in the November election. The four at-large positions carry four-year terms. Not filing for re-election are Trustees Donna Gilliam, Dr. Lacey Gosch and Joel Frederick.</span></p>
<p class="p1"><span class="s1">Again, the General Election which includes the municipal and school board races is slated for Tuesday, November 3. </span></p>

		<content:encoded><![CDATA[<h1 class="p1"><i>District continues to show academic growth</i></h1>
<p class="p1"><span class="s1">(Marion) &#8212; The Marion ISD is celebrating its latest letter rating from the Texas Education Agency. The school district has again maintained its B rating in the 2026 A-F state accountability results. Also noted &#8212; Marion High School &#8212; which posted significant gains, improved its score from 87 to 91 &#8212; moving from a B to an A rating.</span></p>
<p class="p1"><span class="s1">The district’s overall score increased from 80 in 2025 to 83 this year. </span></p>
<p class="p1"><span class="s1">Marion ISD also earned a district-level distinction for Postsecondary Readiness. This distinction recognizes its efforts to prepare students for college, careers and military service.</span></p>
<p class="p1"><span class="s1">Marion ISD Superintendent Dr. Don Beck says the distinction is particularly meaningful because it reflects what Marion students are able to accomplish after they leave the district.</span></p>
<p class="p1"><span class="s1">“When you look at a high school, no matter where the high school is, that’s the lighthouse of your community,” said Beck. “When we look at what our high school has been putting together and putting out for all of our seniors, as they’re graduating, and just to see the results and our kiddos being able to go off and do great things after high school and from all the work that our teachers and administrative staff have done from the time, they started school till the time they graduated is excellent.”</span></p>
<p class="p1"><span class="s1">Making these results even more exciting &#8212; according to Beck &#8212; is the fact this is the first time the district has earned an accountability distinction.</span></p>
<p class="p1"><span class="s1">“For the first time, our district actually, as a district, received one of those distinctions, and the only distinction we can get is post-secondary readiness,” said Beck. “So, we’re excited about that and it just shows that our seniors are getting what they need to be able to go out of here and move on and do the things they need to do after high school.”</span></p>
<p class="p1"><span class="s1">Taking a look at the various campuses:</span></p>
<p class="p1"><span class="s1">Marion High School not only earned an A rating, but the campus earned distinctions in Academic Achievement in Science and Postsecondary Readiness.</span></p>
<p class="p1"><span class="s1">The high school’s College, Career and Military Readiness score also climbed from 93 to 99.</span></p>
<p class="p1"><span class="s1">Marion Middle School improved from a score of 79 to 85. The campus earned distinctions in Academic Achievement in Social Studies, Top 25 percent Comparative Closing the Gaps and Top 25 percent Academic Growth.</span></p>
<p class="p1"><span class="s1">Marion Primary also showed gains in its MAPS assessments. Reading performance increased from the 57th to the 60th percentile nationally, while math increased from the 57th to the 61st percentile.</span></p>
<p class="p1"><span class="s1">Although the district is celebrating those gains, Beck says Marion ISD also remains focused on areas where students need additional support.</span></p>
<p class="p1"><span class="s1">He says one of the district’s biggest priorities is strengthening Tier 1 instruction &#8212; the initial instruction students receive in the classroom.</span></p>
<p class="p1"><span class="s1">“The most important thing that we’ve been striving for, even starting in last year and moving into this year too, is to make sure that we continue with that strong Tier 1 instruction,” said Beck. “That initial instruction is so key, and the students being able to learn and do what they need to do, to be able to read.”</span></p>
<p class="p1"><span class="s1">Beck says strong classroom instruction can reduce the number of students who require more intensive interventions through Tier 2 and Tier 3 instruction.</span></p>
<p class="p1"><span class="s1">He says it’s important that the district continues to focus on curriculum &#8212; giving teachers room to use their creativity in the classroom.</span></p>
<p class="p1"><span class="s1">“Teachers are still creative. They still do the magic in the classroom,” said Beck. “But then just to make sure that we’re pushing them to do bigger things. It’s more important to raise the ceiling than it is the floor because kids will meet that demand and they’ll meet, you know, the standards you put out there if you raise that.”</span></p>
<p class="p1"><span class="s1">The district also acknowledges challenges at Karrer Elementary, which received a D rating with a score of 69. The campus received a 72 in Student Achievement and a 63 in Closing the Gaps.</span></p>
<p class="p1"><span class="s1">District officials say Karrer will receive focused planning, resources, collaboration and interventions as the district works to improve student outcomes.</span></p>
<p class="p1"><span class="s1">As reported this week, all local districts reported gains &#8212; either increasing or maintaining their letter grades. Seguin ISD earned a C; and like Marion ISD, the Navarro ISD also earned a B. </span></p>

		<content:encoded><![CDATA[<p class="p1">Judy Frels Semmler, beloved wife, mother, grandmother, friend, and nurse, passed away peacefully on August 8th at the age of seventy-five. She was born in Seguin, Texas on March 27, 1951 to Leo Frels and Estelle Frels Hill.</p>
<p class="p1">Judy was the oldest daughter but third born of eight children in the Frels family. She was incredibly close to her siblings, perhaps due to the close quarters on Ireland Street, but it didn’t end there. Throughout her life, her brothers and sisters, along with her siblings-in-law, remained among her closest friends.</p>
<p class="p1">She attended St. James Catholic Church then Seguin High School where she met and eventually married her high school sweetheart and true love John Semmler. Married for more than fifty-five years, they grew closer together, not apart. From the early years as a bowling duo to playing co-ed softball with Judy as the star pitcher, their lives were interwoven from the start. They camped together (seemingly never checking the weather before),they attended concerts together (a table at the Mucky Duck was a regular date spot), they even knew how to be still together — most often on a patio letting an afternoon drift by. Everywhere they went, they built family out of friends, and they spent their retirement in what they lovingly dubbed “Kingsbury East.”<span class="Apple-converted-space">  </span>They modeled what a committed marriage looks like.</p>
<p class="p1">Judy and John had four children. Judy poured her life into her daughters.<span class="Apple-converted-space">  </span>She was there for all of it: soccer, swimming, cheer, dance, cross country, gymnastics. And later, for the things that came after: careers, husbands, children, pets. She was patient. She listened. She wanted a deep and meaningful relationship with each of her girls, and was successful in doing so.</p>
<p class="p1">As a natural caregiver, she made her career as a labor and delivery nurse at The Woman’s Hospital of Texas. She practiced with compassion and selflessness—from handmaking bereavement boxes for families who lost children during childbirth so no parent would leave the hospital empty-handed to covering shifts during natural disasters and working nearly every Christmas Day so her colleagues with young families could be home with their children. There was no other person like Judy.</p>
<p class="p1">Judy had a passion for travel that always brought a spark of joy to her life.<span class="Apple-converted-space">  </span>Whether it was visiting her favorite places in Texas or traveling around the world, she found delight in the simple things.<span class="Apple-converted-space">  </span>Walking the coast in Rockport with her beloved dog Monte. Taking a dip in the Guadalupe River in McQueeney. Watching for shooting stars from a riverbank in Wimberley. Enjoying a sunset in Kingsbury. These are the moments Judy loved best.<span class="Apple-converted-space">  </span>That same spirit led her around the world wandering the streets of Prague, taking in the coastline of Portugal, marveling at the glaciers of Alaska and soaking up the sun in Mexico. Wherever she went, she went with curiosity and an open heart, and she went in good company.</p>
<p class="p1">To know Judy was to feel loved. She was an extraordinary mother and even better Omi to her six grandchildren. She made ordinary moments feel like occasions and built traditions her family will carry forever. With Christmas as her favorite, she hosted an annual Semmler Christmas Eve party along with a cookie decorating party, both not complete without Bing Crosby on repeat and Judy singing along. It is with big shoes to fill that her parties will continue, her spirit living on, her children knowing she is singing and preparing in just another room.</p>
<p class="p1">Judy is survived by her husband of fifty-five years, John; her children Erin Semmler Lehnert and spouse Cory Don Lehnert, Emily Elizabeth Semmler, Amanda Kate Switalski and spouse Brian Robert Switalski, Kate Semmler Cornelius and spouse Trey Cornelius; and her cherished grandchildren Jack William Lehnert, Sarah Elizabeth Lehnert, William Gready “Gray” Cornelius, John “Cooper” Cornelius, Andrew Frels Cornelius and Benjamin Frels Cornelius; siblings, Jack Frels and partner Katherine Metzger, Stephen Frels, Terry Buck and husband Dee, Mary Briers and husband Lewis, Chris Frels and wife Sharon, and Tony Frels and wife Harriette; brother-in-law, Rob Gordon; sister-in-law, Suzy Wilson; numerous nieces, nephews, other loving family members, and a host of friends including her beloved Seguin High School Class of 1969.</p>
<p class="p1">She was preceded in death by her parents, Leo Frels and Estelle Frels Hill, and her sister, Jan Frels Gordon.</p>
<p class="p1">With a warm smile and a giving heart, Judy touched the world with laughter and kindness. Her legacy of deep love and unwavering integrity will shine through her family and everyone blessed to know her.</p>
<p class="p1">Visitation will begin Saturday, August 29, 2026, at 9 a.m. at St. James Catholic Church in Seguin, with the recitation of the Holy Rosary at 9:30 a.m. followed by the Mass of Christian Burial at 10 a.m. A reception will follow at the Red Barn at 250 Cordova Rd, Seguin, TX 78155.</p>

		<content:encoded><![CDATA[<p>(Geronimo) &#8212; Last week, Navarro football got the ball rolling with anticipation for Head Coach Glenn Hill&#8217;s second year in charge.</p>
<p>Though merely a morsel, Navarro&#8217;s preseason trip to Fredericksburg revealed a team playing with real &#8220;Panther Pride&#8221;.</p>
<p>&#8220;It was definitely a good start to the season,&#8221; Hill said. &#8220;Communication and knowledge of assignments were [a few things] that stuck out. Now, there&#8217;s always a million things watching film that we can improve on.&#8221;</p>
<p>When asked where he thought the Panthers could commit some extra attention, Hill didn&#8217;t have to look too far away from the rock for a spot to chisel away some trouble.</p>
<p>&#8220;Both sides of the line of scrimmage, just some really fine details defensively, different stunts and movements that we need to continue improving. Offensively, we&#8217;re not overly complicated in the run game. We&#8217;re just making sure all five [lineman] across the board are on the same page.&#8221;</p>
<p>Man, if there are some kinks to work out on offense, Panther opponents might be in for some long nights this year.</p>
<p>The Panthers&#8217; first-team offense made quick work of the Fightin&#8217; Billies with three of their four TDs landed on passes that flew at least 41 yards. Projected starting QB Eli Baker&#8217;s shift from the secondary to the pocket got off to a flying start. Baker tossed touchdowns on three consecutive plays to three different perimeter threats.</p>
<p>&#8220;We&#8217;d like to be an offense that can be multiple,&#8221; Hill spoke. &#8220;We can spread the ball out to a lot of different players. If we have different guys making plays [then] that means we&#8217;re fortunate and blessed to have some good playmakers out there.&#8221;</p>
<p>Defensively, Hill&#8217;s defense created chaos consistently in their first scrimmage. The biggest key that unlocked the blitz? An understanding of how they fit together on the field.</p>
<p>&#8220;Their knowledge of assignment is at a point right now to where they can just kind of pin their ears back and go. They trust their keys and each other. [That goes for] the back half as well. Fredericksburg could pass the ball around, have a really good quarterback [who&#8217;s] dynamic when he&#8217;s out of the pocket. So just being able to stay in coverage for some of those extended scrambles was impressive.&#8221;</p>
<p>After that promising first step, how can Hill&#8217;s Panthers push forward when they host Devine&#8217;s Warhorses tonight?</p>
<p>&#8220;It&#8217;s just continuing to add little bits and pieces offensively,&#8221; Hill said. &#8220;We&#8217;re still installing a few things, and all of it is growth on things we can master. Every week, if they show that they&#8217;ve mastered a concept or scheme, we can continue to tweak that and add on to it. We&#8217;re just trying to get [our] playmakers the football. How can we be creative enough to not just do the same thing week after week?&#8221;</p>
<p>That&#8217;s a great question. How does a guy like Hill unlock true creativity?</p>
<p>&#8220;I don&#8217;t know if I&#8217;m intelligent enough to label myself as creative, so I think we&#8217;re safe there. I think being able to adapt. Everybody goes into the week with stuff they think is going to be great, then you show up Friday night, and [your opponent has] something totally different. So, who can adapt on the fly and communicate effectively with teenagers? I think that&#8217;s where creativity comes from.&#8221;</p>
<p>Whatever the cause, Hill and his staff seem to be unlocking something in this Navarro program. If the returns keep rolling in hot, then Navarro could prove capable of rising back into playoff position.</p>

		<content:encoded><![CDATA[<p class="p1"><span class="s1">(Seguin) &#8212; The Seguin City Council Tuesday night approved a general land use plan and zoning change request that could pave the way for a major new retail development on the city’s northwest side, including a new Walmart Supercenter. The proposed multiuse development would be located at the intersection of State Highway 46 and Pecan Parkway, in an area south of Rudeloff Road.</span></p>
<p class="p1"><span class="s1">The council heard from citizens both for and against the project before spending a couple of hours asking questions and debating the proposal.</span></p>
<p class="p1"><span class="s1">James McKnight, of the municipal and land use law firm Ortiz McKnight, represented the developers during the council meeting. He offered an apology for perhaps prematurely revealing that Walmart wanted to build at the site. </span></p>
<p class="p1">He says he hopes that doesn’t take away from the fact that this is an exciting project. The new Walmart would be different from most of its existing stores and represents the next generation of supercenters.</p>
<p class="p1">“It’s really unfortunate because, it’s the opposite of what we wanted to show about this site, which is that we’re really excited. We’re really excited about what’s really going be a flagship high class development,” said McKnight. “We are under contract to work with Provident (Realty Advisors), who we have worked with on other stores. They are a developer that we’ve actually worked with. closed on a property, and started a property in Liberty Hill, outside Austin. So, they’re somebody we work with, they develop other parts around the Walmart site. The information that I’ve gotten about the Walmart is…it’s the store of the future. That’s what they’re calling it. It is the newest prototype. There’s a prototype in Cypress that has been opened. This is supposed to be like that.”</p>
<p class="p1">Thor Thornhill, president and CEO of HMT Engineering, was also on hand to help answer questions about the proposed project. Thornhill says Walmart is just part of what’s planned for a much larger retail development.</p>
<p class="p1">“We keep talking about the big box (store). The big box is just one component of this. It is (a total of) 179 acres. It’s one component on…15 acres. You’re talking about 12 restaurants and pad sites, maybe an Academy or a Dick’s Sporting Goods. There are sites for those. So, you’re talking about a lot of different uses. You’re talking some nicer restaurants, some strip centers, all kinds of things,” said Thornhill.</p>
<p class="p1">Walmart and the developers are very interested in the site, but there are still some significant issues to work through. The general land use plan and zoning change were a big part of that process. Thornhill explained the steps involved in moving a development like this forward.</p>
<p class="p1">“The first thing you do is put a project under contract. So Provident did that. Then you try to find buyers. Provident found their big box buyer. Then the buyer has to get the zoning. If we don’t get the zoning, Walmart cancels the contract, game over. That’s how it works. The next phase is when they start spending about $500,000 in geological and engineering and traffic study. We’ve actually done a 200 page traffic study already, in case you are asked about it. You don’t spend hundreds of thousands of dollars until you have the proper land use to be able to even consider the site. So, zoning in every city across the country, that’s what happens first, day one, because you can’t even plan out a site and do too much…the zoning in every case always comes first,” said Thornhill.</p>
<p class="p1">The council voted 8-0 to approve both the zoning change and the land use plan, but that vote came after a couple of hours of deliberation. Questions were raised about when city staff knew Walmart was the interested company and why that information wasn’t shared with the council before the proposal appeared on the agenda earlier this month.</p>
<p class="p1">There were a number of back-and-forth exchanges on the issue, with the developers and city staff assuring the council that nothing was being hidden and that the confidentiality was simply part of the economic development process.</p>
<p class="p1">As the discussion continued, City Manager Steve Parker pushed back against repeated questions from Councilman Paul Gaytan about when the city knew Walmart was involved. The answer appeared to be about two months, but Parker says city officials were asked not to reveal the company’s identity, which he says is not uncommon for economic development projects.</p>
<p class="p1">“We purposely never would hide anything from you and it’s insulting to think that we would do that. I promise you, we would never ever do that. But we also want to make sure that we are doing our job as <span class="s1">economic development people to make sure that these developers </span>can trust us and until the retailer or whoever it is or the landowner says it’s okay. We do not release that information. But if it’s something where it’s critical and we know that they’re definitely coming or we know that we’re asking you to give an incentive, you will have that information before anybody else. I can assure you that,” said Parker.</p>
<p class="p1">Gaytan says he wasn’t necessarily opposed to the project, but he didn’t like that the council and the public were not informed about what was actually being proposed for the property.</p>
<p class="p1">“I didn’t like that we were voting on something that was going to affect people and they didn’t know about it. That’s not right. And so when I was walking out, Attorney McKnight told me, ‘hey, we never told the city administration not to tell y’all.’ So, then I was like, what is going on? That’s why I’m asking these questions. It’s not to insult the city manager. It’s not to insult city administration. We are the elected officials. We need to know. We need to ask questions. You just don’t put something in front of us and say, vote on it. And then you tell us whenever that it was for a Walmart. That’s not okay,” said Gaytan.</p>
<p class="p1">Seguin Economic Development Director Alora Wachholz reassured the council that there was nothing unusual about the process. She says staff presented council members with what they knew about the project at the time.</p>
<p class="p1">“There’s a difference between whenever a company comes in and is doing what we consider kicking tires, right? But they’re not committed to a site. When a company comes in and they have a plan, a site plan, and they actually are committed to purchasing the property, (that’s different). This was presented to us as Walmart kicking tires on a site. The request and what we learned about it was can they rezone it for the use? And I’ll stand before you and say we have a proven track record of bringing to you critical information about commercial development as soon as it becomes real and it passes the threshold of kicking tires. I can’t do my job if I have to bring you every single opportunity that’s kicking tires on property, because it happens every day all the time with all sorts of users,” said Wachholz.</p>
<p class="p1">The unanimous approval from the council came after a handful of restrictions were added to the land use plan. Councilman Jim Lievens, who represents the area, laid out the items that were added to the plan. The restrictions are designed to provide additional protections for nearby property owners.</p>
<p class="p1">“Limiting multi-family to 30 acres. The western end of the property, we talked about the 100-foot buffer. And then in the event that a big box retailer is located along Pecan Parkway, the back end of that, along Pecan Parkway, then it will include the subdivision perimeter wall guidelines,” said Lievens.</p>
<p class="p1">The project remains in its early stages, and several critical issues will still need to be addressed before construction could begin. Those include the proposed expansion of Pecan Parkway and improvements to State Highway 46.</p>
<p class="p1">Walmart is said to have chosen the site because of the rapid development occurring in that area. There are currently about 17,000 new homes in the pipeline across Seguin, with roughly half of them planned for this part of the city.</p>

		<content:encoded><![CDATA[<p>(San Antonio) &#8212; The Seguin Lady Matadors fell in five sets to Alamo Heights Tuesday night. The Lady Matadors took set one (25-14) and set three (25-19). Meanwhile, Alamo Heights (6-6) won set two (25-17), set four (25-16), and the fifth set (15-7).</p>
<p>Senior setter/defender Britlyn Walls posted a double-double with 24 aces and 13 digs.</p>
<p>Dropping to 2-8 against strong competition, Seguin will return to the hardwood next Tuesday at 6:15pm versus TAPPS 6A&#8217;s Incarnate Word in a non-district contest.</p>
<p>(Geronimo) &#8212; The Navarro Lady Panthers pulled a 6A-sized upset by taking down Samuel Clemens 3-1.</p>
<p>Down 22-18 in the go-ahead third set, Navarro outscored Clemens 9-3 to take the 2-1 lead 27-25.</p>
<p>Building off that emotional high, Navarro finished Clemens off 25-17 in set four to break their four-game losing streak.</p>
<p>&#8220;That&#8217;s huge momentum,&#8221; Navarro Head Coach Paige Poth said. &#8220;[The girls] kept their composure and stayed aggressive. We&#8217;re going to see a lot of big teams moving forward.&#8221;</p>
<p>Also, Navarro&#8217;s senior setter Hannah Durrett earned her 1,000th career assist in set one.</p>
<p>&#8220;She&#8217;s been a kid that&#8217;s played it all. Her freshman year, we had two great setters, so she didn&#8217;t get in the setter spot. She was a [defensive specialist] for us. Then [her sophomore year], she stepped into the role. Now this year, she has had to run the 5-1 offense. She has never hesitated about being front row. It really does a lot to keep the calm of the court.&#8221;</p>
<p>Back in victory lane, Navarro will venture down to the Floresville Tournament to face San Antonio MacArthur and Victoria East on Thursday.</p>
<p>(San Antonio) &#8212; The Marion Lady Bulldogs&#8217; four-game heater came to an end against 5A SA Veterans Memorial last night. Marion took the first set 27-25 before falling 25-21, 25-20, and 25-18 to lose the four-set match.</p>
<p>Next up, Marion will venture to Schulenberg for tournament action this Thursday against Hallettsville&#8217;s Sacred Heart Indians and the Columbus Cardinals.</p>
